  • Cap public service growth and executive pay; reduce consultancy and lobbying reliance.
  • Enforce mandatory identification of all public service officers on official correspondence (PNATS).

  • Prioritise small business in procurement and regulatory simplification.
  • Abolish unnecessary licences, fees and duplicated reporting requirements.
  • Provide targeted COVID-recovery relief to businesses impacted by mandates and lockdowns.

  • Implement “Back to Business”: one online portal for state and local permits, application tracking and tailored business requirements.
  • Provide a 21-working-day default-approval pathway for eligible low-risk business applications, subject to safety and legal exceptions.
  • Cap or waive defined small-business permit fees, including start-up fee relief, and remove unjustified overlapping council charges.
  • Establish a Red Tape Repeal Taskforce, a Small Business Compliance Charter and independent review of disproportionate penalties or permit refusals.
  • Support a model Victorian small-business council by-law and stronger assistance from the Victorian Small Business Commissioner.
  • Publish major-project contracts, business cases, cost variations and value-for-money reports; trigger independent reviews for qualifying cost overruns or delays.
  • Support targeted apprenticeship and vocational pathways into state road, rail, water and infrastructure projects.
