Victorian policy

Housing and Planning

  • Invest in serviced land release and infrastructure supporting first-home buyers while preserving dedicated public and emergency housing assistance for vulnerable people.
  • Support tighter lawful restrictions on foreign land ownership, and strengthen compliance with existing Victorian vacant-residential-land and absentee-owner tax rules.
  • Cut red tape in planning approvals, especially for infill and regional development.
  • Reform VCAT and local government approvals to fast-track high-need housing and infrastructure.
  • Restore planning protections to the Green Wedge and enforce sustainable development principles.
  • Integrate state planning frameworks to reduce fragmentation and duplication.
  • Increase housing diversity by supporting mixed-use development and density where infrastructure supports it.
  • Implement “Build Fast, Build Fair” planning reform, including a proposed 60-day planning decision period and suitably defined Smart Growth Zones, while preserving Green Wedge protections.
  • Expand access to emergency public housing for vulnerable people while separately supporting land release and infrastructure for first-home buyers.
  • Introduce the “Free to Help” approach: simplified approvals for emergency shelters, food services, community kitchens and temporary accommodation operated by recognised charities and community organisations.
  • Create a “Vacant to Viable” pathway for unused public or private land and buildings to provide temporary charitable accommodation, including incentives or low-cost leases.
  • Allow suitable temporary caravans, cabins or tiny homes used as emergency accommodation, subject to essential safety and public-health requirements.
  • Support safe overnight accommodation and referral services that help people move into stable housing.
